The basic Tech Level of the Warcraft universe is late TL4, with TL5 or TL5+1 weapons and devices commonly used in large-scale warfare.

Gnomes, goblins, and other advanced communities enjoy a native TL5. They use steam power for a variety of purposes.

TL5+1 steam-tech is available to tinkers. This comes in the form of the clunky but effective battlesuits called steam armor, advanced gnomish and goblin contraptions, and so forth.
